Fan Groups to own stock

Fan groups will be recognized and allowed to own limited binding/voting stock in their team.  Becoming an official fan group allows special priviledges and access to your team.  Accumulative stocks equal limited voting rights on real issues.

No Local Ownership

Team Presidents will have direct leadership of their teams; there will be no local ownership.  This will allow real football people to be intimately involved in the operations of their teams and develop a "Board of Presidents" at the league level.
